Pay fixation on promotion and MACP

On promotion or a financial upgrade under MACP, you get one notional increment in your present level, then you move to the cell in the new level equal to that amount or the next higher one.

Under the option of fixing pay from the date of next increment, the same rule applies twice: first at promotion in the old level, then on the increment date.

The rule

Rule 13 of the Central Civil Services (Revised Pay) Rules, 2016 says that on promotion to a higher level, one increment is given in the level you are leaving, and you are then placed in the new level at the cell equal to that figure or, if there is no such cell, the next higher one. The same rule applies to upgrades under the Modified Assured Career Progression (MACP) scheme at 10, 20 and 30 years of service.

Worked example. Level 6, basic ₹35,400 promoted to level 7. One increment: ₹35,400 × 1.03 = ₹36,462, rounded to ₹36,500. Level 7 starts at ₹44,900, which is higher, so the new basic pay is ₹44,900.

You can choose to have pay fixed on the date of promotion or on the date of your next increment in the old level (within one month of the promotion order). The second option often gives one extra increment. Look up all cells in the pay matrix.

What is MACP?

The Modified Assured Career Progression scheme gives a financial upgrade to the next pay level after 10, 20 and 30 years of regular service if you have not been promoted in that time. Pay is fixed the same way as on promotion.

Is the increment date changed after promotion?

Your next increment falls on 1 January or 1 July after at least six months in the new level, depending on the option you chose for pay fixation.
