The January 2020, July 2020 and January 2021 instalments (notionally 21%, 24% and 28%) were frozen during Covid-19, so 17% stayed in payment. From 1 July 2021 DA was restored to 31% including those instalments, without arrears for the frozen period.

Frequently asked questions
How often is DA revised?
Twice a year, from 1 January and 1 July, based on the 12-month average of the All India Consumer Price Index for Industrial Workers (CPI-IW).
Is DA merged with basic pay at 50%?
No. The 7th CPC did not recommend merging DA at 50%. When DA crossed 50% in January 2024, some allowances (HRA rates, gratuity ceiling and others) were raised instead. DA is merged into basic pay only when a new pay commission is implemented.
